The HSE Inspector is responsible for executing field-level Health, Safety and Environment assurance across assigned factory areas by conducting inspections, identifying hazards, reporting unsafe conditions and behaviors, verifying Permit to Work readiness, supporting HIRA/JHA preparation, monitoring corrective actions, maintaining HSE records, and ensuring that safety requirements are implemented during daily operations. The role represents the first HSE control point in the field and supports safe, compliant, and disciplined factory operations.

The HSE Inspector shall inspect work areas, machinery, tools, electrical systems, fire protection equipment, emergency equipment, production areas, warehouses, yards, maintenance areas, contractor activities, and other assigned locations to ensure compliance with company HSE procedures and approved inspection schedules. The Inspector shall follow written inspection procedures, comply with inspection plans, and enforce HSE standards, procedures, and policies during inspection activities.

The HSE Inspector shall identify, document, and report HSE observations, violations, unsafe acts, unsafe conditions, housekeeping issues, PPE non-compliance, environmental concerns, and other deviations. The Inspector shall raise observation records, violation tickets, HIRA, JHA, and corrective action entries where required, ensuring that each record includes clear description, location, responsible person, required corrective action, evidence, and follow-up status. Unresolved or repeated issues shall be escalated to the HSE Specialist according to the approved escalation process.

The HSE Inspector is responsible for supporting Hazard Identification and Risk Assessment activities by coordinating with supervisors, operators, maintenance teams, contractors, and relevant departments. Assigned HIRA records shall be completed within the required timeline, revised within 5 calendar days when amendments are requested, and formally communicated to the responsible department for implementation, close-out photographs, and written confirmation. HIRA status shall remain evidence-based and supported by proper follow-up.

The HSE Inspector shall also support Job Hazard Analysis activities by breaking down job tasks, identifying hazards for each step, defining risk level, required PPE, and control measures, and submitting assigned JHA records within the required timeline. When revisions are requested, the Inspector shall update and resubmit the JHA within the approved timeframe, issue the required JHA communication, and follow up until the required corrective action evidence is received.

For Permit to Work activities, the HSE Inspector shall verify site readiness before work starts, inspect the work location, confirm that required controls are in place, ensure PPE and safety requirements are followed, provide brief toolbox talks when required, monitor the permitted work during execution, reject unsafe permit conditions, and document the reasons for rejection or required corrective action. The Inspector shall ensure that permits are issued, displayed, controlled, retained, and available for inspection or audit in accordance with the approved procedure.

The HSE Inspector shall support accident, incident, near-miss, injury, and illness reporting by collecting facts, recording details, identifying immediate causes, recommending corrective actions, maintaining accurate records, and reporting cases promptly through the approved HSE channel. The Inspector shall support first-level investigation activities and follow up on corrective actions until verified closure.

The role includes maintaining the Corrective Action Register and other HSE records in approved digital systems such as Microsoft Lists and OneDrive. The Inspector shall ensure that all records are complete, accurate, timely, evidence-based, and audit-ready, including inspection reports, observations, violation records, HIRA/JHA records, PTW records, incident logs, training records, waste records, photographs, written confirmations, and close-out evidence.

The HSE Inspector shall conduct toolbox talks, safety awareness sessions, induction support, and refresher training as assigned. The Inspector shall communicate safety requirements clearly to employees, workers, supervisors, contractors, and visitors, and shall promote safe behavior through regular field engagement, professional guidance, and practical HSE communication.

The HSE Inspector shall monitor firefighting equipment, fire alarm systems, fire pumps, first-aid readiness, housekeeping, emergency access, waste handling, environmental practices, and other assigned HSE controls. Any defect, deviation, or non-compliance shall be reported, documented, followed up, and escalated when required.

The role requires strong English communication skills, good knowledge of Microsoft Office tools and digital reporting systems, excellent time management, high attention to detail, professional follow-up discipline, and the ability to handle an extremely heavy workload. The Inspector must be capable of managing multiple daily and monthly responsibilities at the same time, including inspections, PTW monitoring, fire system checks, observations, violations, HIRA, JHA, incident support, CAR follow-up, training records, waste monitoring, and digital reporting while maintaining accuracy, consistency, and professionalism.

The HSE Inspector has the authority to raise observations, issue violation records as per procedure, reject unsafe PTW conditions, recommend immediate control measures, request close-out evidence from responsible departments, and escalate unresolved or repeated issues to the HSE Specialist, HSE Supervisor, or HSE Manager according to the approved HSE escalation process.

Expected deliverables include accurate inspection reports, HSE observations, violation records, HIRA/JHA submissions, PTW verification records, incident and injury/illness records, training/TBT records, waste management records, CAR entries, follow-up evidence, photographs, written confirmations, and timely updates in approved HSE registers.

The minimum expected qualification is a Safety Diploma or related occupational safety qualification. Practitioner certification in occupational safety and health from the Ministry of Human Resources is preferred where applicable. Entry-level experience may be accepted when the candidate demonstrates strong field discipline, reporting ability, communication skills, computer skills, and the ability to work under pressure in an industrial environment.
